Senior Policy Analyst | Trade Policy, CGE Modelling and Public Policy Research

Shadrack Muthami Mwatu is a senior policy analyst with experience in policy research, trade policy, legislative advocacy, programme design, partnership development, stakeholder engagement, monitoring, impact evaluation, and technical report writing. He has worked with KIPPRA and previously with the Kenya National Chamber of Commerce and Industry, giving him strong practical exposure to public policy, private-sector engagement, and evidence-informed advocacy. His technical training includes CGE modelling, Social Accounting Matrix analysis, trade policy analysis, time-series analysis, monitoring and evaluation, and public policy processes. Shadrack supports ARC LTD projects through policy analysis, fiscal-policy interpretation, stakeholder-informed research, and assessment of institutional and regulatory implications. His contribution strengthens the study’s ability to move from modelling results to practical policy options, especially around fiscal reforms, public finance trade-offs, and implementation feasibility.
